Video: Democrat Candidate Beach Altercation Leads to Arrest
Democratic congressional candidate Kirill Basin entered the weekend as a little-known challenger in Hawaii's 2nd Congressional District. By the end of it, he was sitting in jail facing a felony charge after a confrontation at a Maui beach that was captured on video and quickly spread across social media.
According to Hawaii News Now, Basin, 40, remains in custody on $1 million bail after a judge declined to reduce the amount during a court appearance Tuesday in Wailuku. He has been charged with first-degree terroristic threatening. The allegations stem from an incident Saturday at Keawakapu Beach.
Authorities say the confrontation began after a 61-year-old man asked Basin to lower the volume of his music. The exchange escalated, with police alleging that Basin threatened multiple people at the beach. Witnesses also alleged that he brandished a knife during the encounter.

The situation came to an abrupt end when a bystander identified only as Kama intervened.
Speaking to local media, Kama said he initially hoped the dispute would calm down but stepped in after the situation became increasingly volatile.
"I'm like, maybe I should intervene, and then as I got closer and closer, he was just getting more irate and violent and then saying stuff. 'I'm going to hurt you' or 'I can injure you' or 'You like scrap' to the aunties," Kama said.
According to Kama, Basin shoved him, prompting him to defend himself.
"He put his hands on me and as soon as he tried to shove me, I hit him with a left and a right and that's when he stumbled and fell over the chairs."
Video of the encounter shows Basin falling to the ground after being struck.
Kama also described what happened after the physical confrontation.
"He ended up pulling the knife out on me after the altercation and that was obviously a game changer when I knew he was off," he said.
Police allege Basin threatened several people with the knife before throwing it into the ocean. According to Kama, he later recovered the knife and turned it over to law enforcement.
The arrest is not Basin's first encounter with the criminal justice system. Civil Beat reported that he has previously been arrested on allegations involving violent threats, including threats directed at government officials. Following the latest arrest, a court ordered Basin to undergo a mental health evaluation.
The incident has also drawn attention because Basin is a candidate seeking the Democratic nomination to challenge incumbent Rep. Jill Tokuda in Hawaii's 2nd Congressional District.
Tokuda addressed the incident in a statement following the arrest.
"Violence has no place in our communities or in public service," she said. "Anyone holding or seeking office, at any level of government, should be held to a higher standard. Our communities deserve leaders who bring people together, not those who contribute to further division or violence."
Basin's attorney, Brandon Segal, criticized the decision to keep bail at $1 million.
"These are just allegations. My client has a presumption of innocence," Segal said.
